The Master Guidelines serve as the in-game regulations for all players. It contains rules which apply to all personnel at all times, with absolutely no exceptions to ensure fair gameplay for all.

Before conducting any actions on-site, all Foundation Personnel are recommended to have read the Main Guidelines entirely in order to allow them a  better understanding of on-site procedures.
